In Haiti, Tropical Storm Isaac sparks cholera fears |
|
16 September 2012, by Jacqueline Charles, The Miami Herald
original article
The panic began to set in after Tropical Storm Isaac’s rains had subsided and the sun finally began to shine on this storm-damaged beachfront hamlet. Frantz Pierre-Louis, looking at the trail of fallen trees and flooded farms confronting him, had something much more pressing on his mind.
“We have to prevent a cholera outbreak,” Pierre-Louis, sitting in his pick-up truck, said, his voice filled with urgency.
Just when Haiti thought it had cholera under control, Tropical Storm Isaac came along. The storm left at least 24 dead in Haiti, and reignited fears that the floods and rains could accelerate a peak in cholera deaths and infections. Even worse, the deadly diarrheal disease could spread to the sprawling tent cities in Haiti’s capital where 390,000 victims of the January 2010 earthquake still live and where — until now — it has remained at bay.

“The right to own property does not extend to the coasts, springs, rivers, water courses, mines and quarries. They are part of the State’s public domain.” – Haitian 1987 Constitution, Section H, Article 36-5.
Marigot is a picturesque fishing town near Haiti’s larger southeastern city of Jacmel. The area is reputed for its market-day Saturdays that attract people from far and wide, include the finest restauranteurs, who travel there to buy the best lobsters, fish and shellfish. The fishing is artisanal, and for some time the fishermen have been asking the government to assist them with credit, fishing equipment and modest facilities such as a refrigerated room. There has been no response. The government has other plans for the region.
