Solidarité avec les camarades refoulés de la délégation Haïtienne au Forum Social Mondial (FSM)
Solidarity with the members of the Haitian delegation members forcibly returned at the World Social Forum (WSF)

Le mercredi, 5 août 2026, trois membres de la délégation haïtienne ont été refusé.e.s d’entrer sur le territoire béninois, à l’aéroport de Cotonou. Les raisons de ce refoulement n’ont pas été communiquées. Le Bénin ne requiert aucun visa pour les détenteurs de passeports haïtiens et les visites des personnes afro-descendantes sont promues.
La déportation de nos camarades haïtiens fait suite à une interdiction temporaire de la tenue du Forum Social Mondial de la part des autorités béninoises. Dans ce même espace de temps, entre le 4 et 5 août, d’autres participant.e.s, notamment les représentants suédois, finlandais et ougandais ont également été refoulés, alors que d’autres participant.e.s au Forum qui se trouvaient dans les mêmes vols, ont pu passer l’immigration béninoise sans difficultés. Les caravanes provenant de l’Afrique de l’Ouest, de l’Afrique Centrale et du Sahel ont également été bloquées aux frontières du Bénin. Dans le cas du blocage de la caravane de l’Afrique de l’Ouest à la frontière togolaise, cette mesure est en opposition au droit de libre circulation dans le territoire ECOWAS.
La délégation haïtienne au FSM et le Haiti Support Group dénoncent le traitement des membres de la délégation haïtienne qui ont été ainsi humilié.e.s. Leurs passeports retenus, les autorités béninoises les ont refoulés au pays d’embarquement sur le prochain vol. Lorsque la décision d’interdire le Forum Social Mondial a été révoquée quelques heures plus tard, les délégué.e.s étaient déjà en plein vol.
Pour les représentant.e.s de la société civile haïtienne, ce voyage était bien plus que la participation au Forum, mais aussi une connexion historique, politique, spirituelle. L’histoire du Benin et celle d’Haïti sont étroitement liées. L’un des plus grands révolutionnaires d’Haïti, Toussaint Louverture, est né à Allada, ville du Bénin. Les ancêtres du peuple haïtien ont franchi la porte de non-retour à Ouidah. Les tambours haïtiens et béninois battent aux mêmes rythmes.
Nous exigeons une réponse appropriée des autorités béninoises face à un refoulement qui doit être qualifié de scandaleux.

On Wednesday, 5th August 2026, three members of the Haitian delegation were denied entry into Benin at Cotonou Airport. No reason was given for this refusal of entry. Benin does not require visas for holders of Haitian passports, and visits by people of African descent are encouraged.
The forced return of our Haitian comrades follows a temporary ban on holding the World Social Forum imposed by the Beninese authorities. During this same period – between August 4th and 5th – other participants, notably representatives from Sweden, Finland, and Uganda, were also arbitrarily denied entry, even though other Forum participants on the same flights cleared Beninese immigration without difficulty. Caravans arriving from West Africa, Central Africa, and the Sahel were also blocked at Benin’s borders. In the case of the West African caravan blocked at the Togolese border, this measure violates the right to freedom of movement within the ECOWAS region.
The Haitian delegation to the WSF and the Haiti Support Group condemn the treatment of the Haitian delegation members, who were humiliated in this manner. After confiscating their passports, Beninese authorities forcibly returned them on the next available flight. By the time the decision to ban the World Social Forum was revoked a few hours later, the delegates were already mid-flight.
For the Haitian civil society representatives, this trip was far more than mere participation in the Forum: it was also a matter of historical, political, and spiritual connection. The histories of Benin and Haiti are deeply intertwined. One of Haiti’s greatest revolutionaries, Toussaint Louverture, was born in Allada, city of Benin. The ancestors of the Haitian people passed through the “Door of No Return” in Ouidah. Haitian and Beninese drums beat to the same rhythms.
We demand an appropriate response from the Beninese authorities regarding an arbitrary denial of entry that must be described as scandalous.
